Defense Centers of Excellence for PH and TBI Community Collaborator's Concept Submission Form and Guidelines

The mission of the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury [DCoE] is to assess, validate, oversee and facilitate sharing of critical information relative to the areas of injury prevention, resilience, identification, treatment, outreach, rehabilitation, and reintegration programs for PH and TBI. The goal is to ensure that the Department of Defense (DoD) meets the needs of the nation’s warriors, families and military communities. The following guidelines provide some clarification regarding the DCoE Collaborator’s Concept Submission process which will assist you in completing the submission form.

The DCoE supports the identification and dissemination of evidence-based care, services, tools, and products that support warriors and their families. To address these issues and the issue of warrior injuries the DCoE is tasked to establish a national Community Collaborative network. The role of this collaborative effort is to gather information and findings from medical, academic, research and advocacy assets of the Military Departments, the Department of Veterans Affairs, The Department of Health and Human Services and other Federal agencies as well as research from academic institutions.

The DCoE does NOT provide research grants or other forms of financial support to persons or entities through the Community Collaborator’s Concept Submission Process. By submitting a concept, project or idea on this form the submitter understands that they are using this process to share with DCoE information that is relative to its mission. DCoE is most interested in empirically researched products, services and interventions provided through agencies of the Federal Government.

The usual method for DCoE to provide funding for research is through Broad Agency Announcements which can be accessed and monitored through the following website: http://www.usamraa.army.mil/pages/Baa_Paa/baa_choice.cfm. Other research funds not related to the BAA process are extremely limited. We encourage you to review announcements about future grant opportunities posted on the www.grants.gov web site.

The Collaborator Concept Submission process is designed to collect information on evidence-based services, products, and programs that support warriors and their families and is available to the general public. The information that a collaborator shares about products or services must be related to Psychological Health and/or Traumatic Brain Injury. By completing the submission form, you are agreeing to have your submission reviewed by a representative of the DCoE who may wish to contact you for further information related to your submission.

By reviewing your Collaborator Concept Submission and discussing the submission with you, DCoE is not providing any specific or implied endorsement or recommendation. A Collaborator’s Concept Submission cannot be considered a solicited or unsolicited proposal and does not constitute a commercial solicitation of any kind. DCoE cannot reimburse Collaborator Concept Submitters for any expenses related to printing, copying, technology, mailing or travel related to presenting their concept, if the submitter chooses to do so. DCoE does not provide funding to purchase products or services through the Collaborator Submission process.

Who should submit a Community Collaborator’s Concept Submission Form?

DCoE welcomes input from community groups, agencies, programs, individuals, and other organizations on research ideas, evidence-based services, and new or expanding resources for Service members and their families. Submissions to DCoE should have at least 1 of the following 2 purposes:

1) You have information regarding a service, product, or intervention that you would like to share with DCoE.
2) You have conducted research on a service, product or intervention and would like to share the findings with the DCoE, allowing DCoE to potentially share your information with others.

How do I complete the Community Collaborator’s Concept Submission Form?

All individuals or groups who would like DCoE to review their concept must follow the same process to ensure equal accessibility. To submit a concept, you will click on the link marked on the Home Page that says “Idea/Concept Submission.”

1. Scroll down this page to the Idea/Concept Information Form and review all required information.
2. Complete it in its entirety, entering all required information.
3. Once you have completed the Form, click the “Submit” button which will transmit the Form to DCoE staff.
4. At that time, you should receive an e-mail message that your form was successfully submitted. Do not reply to this e-mail but if you do not get this message, call the DCoE Outreach Center at 1-866-966-1020.

What happens after I submit the Community Collaborator’s Concept Submission Form?

After you submit the form, it will be reviewed by a representative of the DCoE. The main considerations for the DCoE review will be:

Relevance to the DCoE mission of supporting Warriors and their families in the areas of psychological health and traumatic brain injury;
Evidence to support the submission (e.g. randomized controlled trials, non random or non-controlled trials, any accreditations/approvals/certifications, any case studies, strong anecdotal evidence. Particular evidence that links the concept to military personnel, families, trauma, stress or related disorders or traumatic brain injury should be included whenever available.

This review process could result in different courses of action to include:

  • A request by the DCoE representative for further information, verbally or in writing.
  • An invitation to participate in a Community Collaborators’ Day sponsored by the DCoE to share with us information regarding a particular product, service, intervention, or research findings.
  • Referral to a more appropriate venue for your particular concept (e.g. your concept would be more appropriate to improve mobility for amputees)
  • A letter of acknowledgement for your interest in our collaborative effort and interest in our wounded warriors with no further action needed.

DCoE staff members are very interested in ensuring that you can easily and safely submit your idea/concept for review. In the event that you are having difficulty with the idea/concept submission process or form, help is available through the DCoE Outreach Center. This call center is available 24 hours a day and can be reached by telephone at: 1-866-966-1020. Operators are available to handle your questions regarding the submission process.
