Who We Are

Navy Capt. Russell Shilling, B.A., Ph.D.

Consultant, Science & Technology,
Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE)

Capt. Russell Shilling's expertise lies in the areas of experimental psychology, neuroscience, medical modeling & simulation, videogame technologies and hearing research. He is currently assigned to the Naval Research Laboratory where he has been detailed to DCoE, serving as the consultant for Science and Technology. Shilling has been an active Program Officer (SPRDE Level III certified) at the Office of Naval Research and the Army’s Telemedicine and Advanced Technologies Research Center, and has worked closely with Program Managers at the Defense Advanced Research Projects Agency. He recently created and transitioned programs using Virtual Reality for treatment of post-traumatic stress disorder and the use of simulation technologies for pandemic planning. He was the sound designer for the original team that created the America's Army videogame recruiting tool. He also created programs to restore hearing by pharmaceutically regenerating cochlear hair cells.

Capt. Shilling was instrumental in the creation of a program at Sesame Workshop to develop outreach materials to help children and families cope with an injured service member. The DVD program recently won the prestigious Golden Eagle Cine Award.

Capt. Shilling is a DoD research leader and innovator and has leveraged military R&D programs with unique resources from Sesame Workshop, THX, Lucasfilm Skywalker Sound, Dolby Interactive, Creative Labs and various professional videogame developers.

Capt. Shilling received a Doctorate in experimental psychology (psychophysics/neuroscience) from the University of North Carolina at Greensboro in 1992 and a Bachelor’s degree in psychology from Wake Forest University in 1985. He was commissioned as a Lieutenant in the U.S. Navy and graduated from Aerospace Experimental Psychology training in 1993, receiving the Medical Service Corps Director’s Award for Excellence.
