Mr. James Greenwood
Chief of Staff
Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE)
Mr. James Greenwood, a retired U.S. Army colonel, serves as the chief of staff for the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE). Before assuming this position, he was the program manager for Integration (Administration/Logistics) for DCoE. In this capacity, he facilitated the collaborative relationship between DCoE and its six Component Centers.
Prior to joining DCoE, Greenwood worked as the Defense Medical Human Resource– Internet (DMHRSi) deployment manager, in the Human Resource Solutions Directorate of the Resource Information Technology Program Office (RITPO) of the TRICARE Management Activity. He was accountable for the deployment of a web-based, Tri-service human resource system (DMHRSi) designed to simplify and standardize human resource management throughout the Military Health System (MHS) worldwide.
Greenwood served over 30 years in the U.S. Army, culminating as the deputy commander for Administration at Walter Reed Army Medical Center in Washington, DC. Throughout his military career he served in a variety of health care related management and leadership positions to include commander for U.S. Army Garrison and Deputy Installation at Fort Detrick, MD, deputy commander for Administration at West Point, NY and Fort McPherson, GA, battalion commander in Panama, army staff for Office of the Army Surgeon General, executive officer for field medical units and various hospital clinical administrative positions. Additionally, until his retirement, Greenwood served as the assistant chief for Medical Service Corps for Pharmacy, Supply and Administration.
Greenwood’s military education included the Army Medical Department’s Basic and Advanced Courses at the Command and General Staff College and a fellowship at the U.S. Army War College. He completed a master’s degree in health services management from Webster University. For his undergraduate education, he attended Ricker College and received a Bachelor of Arts.
Greenwood has received multiple military awards and decorations to include: the Legion of Merit with 3 Oak Leaf Clusters, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal with 4 Oak Leaf Clusters, Army Commendation Medal with 4 Oak Leaf Clusters, Army Achievement Medal with 3 Oak Leaf Clusters, Joint Meritorious Unit Award, Meritorious Unit Commendation Medal, National Defense Service Medal, Southwest Asia Service Medal, Army Service Ribbon, Overseas Service Ribbon (2), Saudi Arabia-Kuwait Liberation Medal, Kuwait Liberation Medal, and Expert Field Medical Badge. He holds memberships with the Federal Health Care Executive Institute, the Association of the United States Army, American Hospital Association, National Capital Health Care Executives and the Order of Military Medical Merit. He is also a member of the International City/County Management Association. Greenwood was a recipient of the Medical Service Corps Award of Excellence in 1985.
